The OOF1V bit indicates the status of the H4 byte framer in tributary payload
processor #1. OOF1V is set high when the H4 framer goes out of frame and
is set low when it re-acquires frame.
The OOF2V bit indicates the status of the H4 byte framer in tributary payload
processor #2. OOF2V is set high when the H4 framer goes out of frame and
is set low when it re-acquires frame. When ICONCAT is set to logic 1 this
status bit should be ignored since the multiframe alignment is determined by
the H4 byte framer in tributary payload processor #1.

processor #3. OOF3V is set high when the H4 framer goes out of frame and
