The SDSATH[23:0] bits represent the allowable number of BIP errors that can be
accumulated during a BIP accumulation period before a BER threshold event is asserted.
Setting this threshold to 0xFFFFFFFF disables the saturation functionality. Refer to Section
13.16 for the recommended settings.
