Scroll direction setting
Scrolling by specification of any line is possible by setting
a character Y address after this command. Scrolling can only
be performed for one character-unit line.
Scroll speed setting (00H to 3FH)
This value specifies the number of frames for a one-bit move.
If 00H is set, scrolling is stopped.
