The scrambler contains supervision circuitry to avoid the case of continuous output
(1 or 0). This case can occur during activation if, for example, each stored bit in the
scrambler is equal to the continuous data input. In this case, at least one bit must be
changed to gain the wanted pseudo random pattern.

The received data (after decoding from ternary to binary) is multiplied with a polynomial
of 23 bits in order to recover the original data before it is sent to the IOM-2 interface. The
descrambler is self synchronized after 23 symbols. The descrambler polynomial is given
in figure 25 and figure 28.
