(CPU) must be HIGH.
Sequence
Clear (reset outputs to zero);
load (preset) to binary thirteen;
count up to fourteen, fifteen, terminal count up, zero, one and two;
count down to one, zero, terminal count down, fifteen, fourteen and thirteen.
