Minimum buffer guaranteed per queue
Selects the VC-Merge Group the queue is
assigned to

teed cells allowed in the entire buffer for this
traffic class
Defines threshold for EPD/maximum

This 8-bit value determines a global cell filling
level threshold with a granularity of 1024 cells
