The concept is quite simple. When the temperature is higher than TargetTemp+ Hystersis Temp, the
fan will be speeded up. When the temperature is lower than TargetTemp- Hystersis Temp, the fan will
be slowed down. Otherwise, the fan keeps its current speed.
