If 1b, then this key is permitted to be the target of a KeyTransfer command
If 0b, then the KeyTransfer command is prohibited
If 1b, then this key can be used with the AuthCompute command
If 0b, then the key cannot be used with the AuthCompute command

For all other keys, the KeyID of the authorizing key (see AuthKey)
