During startup of the IO Controller it encountured a problem and can not
continue

The Unit will stop processing. There will be no error logged in the errorlog.
CIO Area Flags allocated to the IO Controller Unit
None of the bits is set.
Correction
Restart the IO Controller. Replace the IO-Controller if the error recurs.

PROFINET IO Configuration file. This could be because the Unit started for
the first time
