In Transmit Clock Master mode, the time slot offset is disabled, that is, the TSOFF[6:0] must be logic 0.
The TSOFF[6:0] define a binary number. The offset can be set from 0 to 127 time slots.
Valid when the CMS (b2, E1-018H) is logic 1.
