compensation averager, the manner of the combination depending upon the state of

TXADJMODE. Same functional description as Dev[B,A]:0xC8[IREFADJMODE], but applied to
TX[3:0]ADJ. Values written to this CSR do not take effect until a 1 has been written to
Dev[B,A]:1xC4[TXUPDATE].
Default = 00b if the pin CMPOVR is clear at PWROK, 11b otherwise.
