Wire-ground insulation level for ungrounded or impedance-
grounded networks equal those of wire-wire, as the operating
voltage of each wire to ground can in practice reach wire-wire
voltage. The reason is that the actual voltage to ground is
determined by the insulation resistance and the capacitive
blind resistance of each wire to ground. That means that a low
(but permissible) insulation resistance of a wire can practically
ground it and increase the other two to wire-wire voltage to
ground.

For equipment which can be operated both in three-phase 4 wire and in three-

wire systems are to be used.
