The Inbound Translation Offset Upper Registers (ITOFU0-ITOFU7) contain information
associated with the mapping of VMEbus space to PCI/X space.
OFFU (Offset Upper): This field contains the offset that is added to VMEbus address bits 63
to 32 to create the PCI/X bus address. If the VMEbus address is not 64-bit, then the internal
VMEbus address bits 63 to 32 are zeroed before the offset is added.
