In FP mode (FR01 bit 1 is set to 1), this register signifies the end of CRT VSync. Only the
4 least significant bits are programmed.
In FP mode (FR01 bit 1 is set to 1), this register is used to establish the end of FP Vertical
Blank time and the start of FP Vertical Display Enable. The most significant bits are
programmed in FR36 bits 3-0.
