The POS-PHY transmit write enable (TENB) signal is an
active low input which is used to initiate writes to the transmit

TENB is sampled on the rising edge of TFCLK.
The UTOPIA transmit start of cell (TSOC) signal marks the
start of a cell structure on the TDAT[31:0] bus.
When TSOC is sampled high, the first word of the ATM cell
structure is sampled on the TDAT[31:0] bus. TSOC should
be present for each cell structure.
TSOC is considered valid only when TENB is simultaneously
asserted. TSOC is sampled on the rising edge of TFCLK.
