TMUX Interrupt. Active-high signal indicating an interrupt
event has occurred in the TMUX block.
Power up the framer block by selecting one of the clock
options in address 0x00012.
Set and clear the framer software reset bit, bit of address
0x0000E.
Power down the framer block in address 0x00012.
