The reassembly VCC index assignment is independent from the assignment of
segmentation VCC indexes. A full duplex connection can have a segmentation
VCC_INDEX of 0x100, while its receive channel has a reassembly VCC_INDEX
of 0x800. This is especially important when a VP is represented by a single
segmentation VCC_INDEX, but each of its VCs is represented by its own distinct
reassembly VCC table entry.
