These statistics counters increment by one for each packet that matches the associated criteria. These counters
roll over to zero upon incrementing beyond its maximum value. It is incumbent upon the supervisor to sample these
statistics often enough to avoid missing a counter rollover.
There is one pair of counters for each policer. For the multichannel packet_processor modules, the statistics
are arranged such that the statistics type (demote vs. discard) forms the least significant bit of the address. The
policer number forms the next most significant 3 bits, and the channel number forms the most significant 4 bits of
the statistics selection address.
