This flag indicates that the number of cycles measured in
one measurement period (two periods of the input waveform
form one measurement period) in speed measurement
mode has exceeded the upper limit for measurement
periods, as set in TCMMLCM. Only 0 can be written to clear
the flag.

When TCMICR is greater than TCMMLCM
