If LNK_EN is set, the PHY attempts to bring
up a link with a remote partner and monitors
the MDI for link pulses. If LNK_EN is cleared,
the PHY takes down any active link, goes into
standby, and does not respond to link pulses
from a remote link partner. In standby, IP
phone detect and TDR functions are
available.
