These fields are used to set the interrupt priority levels for certain peripheral IRQs. These IRQs are limited
to priorities 0-2 and are disabled by default.

Interrupt Vector Base Address
The value in this register is used as the upper 13 bits of the interrupt vector VAB[20:0]. The lower 8 bits
are determined based on the highest priority interrupt and are then appended onto the
VECTOR_BASE_ADDRESS before presenting the full Vector Address Bus [VAB] to the Core.
NOTE: The 64KB Flash part resets to a value of 16’h0000. The 48KB part resets to a value of 16’h0020.
