This bit is not valid in T1/J1 mode. In T1/J1 mode the similar bit for B8ZS
precoding is DIC3.CMI.
In E1 mode only valid if CMI code (MR0.XC(1:0) = ´01

Note: Before local loop is selected, HDB3 precoding has to be disabled.
