These bits define the upper byte of the RAM address. When
on-chip general-purpose RAM is enabled, the general-purpose
RAM address space ranges from {RAM_ADDR_U, E000h} to
{RAM_ADDR_U, FFFFh}. When on-chip MACC RAM is
enabled, the MACC RAM address space ranges from
{RAM_ADDR_U, DC00h} to {RAM_ADDR_U, DFFFh}. On-chip
RAM is prioritized higher than all other Memory Chip Selects. If
the enabled RAM and Chip Select addresses overlap, the
external Chip Select is not asserted.
