Control Block Registers (FEh Registers). It starts at FF00h in I/O space after reset.
The Peripheral Control Block (PCB) is mapped into either memory or I/O space by programming this register. When
the other chip selects (PCSx_n) are programmed to zero wait-states and ignore the external ready, PCSx_n can
overlap the control block.

space.
Set 1: The PCB is located in memory space.
Set 0: The PCB is located in I/O space. (Default)
Relocation Address Bits.
The upper address bits of the PCB base address. The lower eight bits are defaulted
to 00h. When the PCB is mapped into the I/O space, the R[19:16] must be
programmed to 0000b.
