9.12: POOLS Event Enables
This register is used to enable an event based on bits from the corresponding primitive transaction. If the bits
are set in the enable and a transaction occurs that matches the event, an event will be sent to the RXQUE.

When a free occurs, the value in this register is added to the next Active Packet Count.
This value will be then tested against the threshold value. If it is equal to the threshold, an
event will be issued if events are enabled and the event associated with this transaction
is enabled.
