10.17: High Priority Bandwidth Limit Register
This register can be used to limit the bandwidth used by high priority connections. The upper eight bits of this
register specifies the number of high priority cells that can be sent in a window specified by the lower eight
bits of this register. If no data needs to be sent by lower priority connections, high priority connections will not
be limited.
