Start/Stop Timer
When this primitive is executed, a timer is started or stopped whose parameters are contained in the speci-
fied LCD. When the timer pops, a DMA descriptor specified in the LCD will be executed.

10.2: Resume Transmission Primitive
Resumes transmission on an ABR connection that has been suspended. On an ABR connection, ADTF,
CRM, and CCR=0 events will cause the transmission to be suspended until a rate conversion is completed,
normally by the internal processor. This primitive will resume transmission on those connections, once the
rate conversion is completed.
