Each ALTGX instance has a pll_powerdown port. You must drive the pll_powerdown
ports of all instances from the same logic to allow the Quartus II software to share the
same CMU PLL. If you drive the pll_powerdown ports of the ALTGX instance using
different logic, the Quartus II software does not use the same CMU PLL even if all the
other required parameters of all the ALTGX instances are identical.
