Set Port Enable
HCD sets this bit to this bit by writing 1. Writing 0
has no effect. Clearing CCS to 0 does not set PES
to 1 but sets CSC to 1 instead. It informs the driver
that a disconnected port is enabled.
0: Operation is not affected
1: The PES bit is set to 1 and the port is enabled
Clear Port Enable
HCD writes 1 to this bit to clear the PES bit to 0.
Writing 0 has no effect. CCS is not affected by any
write.
